I think I would rather choose other shopping complex for eg: 1U... although they charge parking fees by hours but atleast they give the sufficient time limit (count by 1st 6hrs =RM1) We wouldn't just go home after watch movie but will do some shopping after that... And usually RM1-RM2 cheaper then Midvalley as well. I can't blame them for increasing the rate, since that will directly filter out window-shoppers and "freeloaders" which is equally good for the retailers and overall business as a whole.
