The authorities should seize these stall owner’s operating licences and suspend them from doing any trading-related services for at least 3 months.
These profiteering traders should understand that the license that they are given should be used with responsibility to the consumers. I have nothing against traders who seize opportunities to earn a little profit, but seizing opportunities and daylight robberies are definitely two different things.
You fine them RM 15,000 and the next day you’ll see them opening the stall again, maybe with an even higher price tag, since their profit might well easily cover for the risk of being raided by the officials again.

Domestic Trade and Consumer Affairs ministry officials recently fined six stall owners RM15,000 each for charging foreign tourists RM14 per kelapa muda (young coconut) sold.
Ministry officials, who conducted the raid, discovered that the victims who were tourists from the Middle East, Europe and the US, were asked to pay RM70 for the coconuts, which were sold in batches of five each.
