Is there something special about the New Economic Policy that has enabled it to combine positive discrimination with social harmony? The truth is that Malaysia has just been lucky. The positive discrimination introduced under the New Economic Policy took effect during a long period of robust economic growth. Between 1970 and 1995 real GDP in Malaysia grew on average 7.6% per year, and real per capita income around 5% per year. However you look at it, it was a period of very impressive growth.
